About the Film

About the Moderator
Benny Foltz joined ROAM Share in 2018 becoming Executive Director of Heartland Bike Share (and later ROAM CEO) in 2019. While at ROAM, Benny has prioritized diversifying ROAM’s board and staff, fostered lasting partnerships with city departments and officials, led an organizational restructure, relaunched the flagship operation as entirely electric, created partnership with local transit agencies, ratified a City of Omaha ordinance for bike share operation, consciously expanded bike share to underserved communities in the Omaha Metro and Council Bluffs, Iowa, and led the introduction of LB1250 to the Nebraska State Legislature in 2024, which was one of the first and only bike share specific state legislation bills in the country.
Benny is a co-founder, former officer, and currently serving on the board of directors for Nebraska’s statewide non-profit for active transportation, Bike Walk Nebraska. He also serves on the board of directors for Nebraska Trails Foundation and has formerly served on the board for the North American Bikeshare & Scootershare Association (NABSA).
About the Panelists
Clarice Dombeck was born and raised in North Omaha. Her background is in Black Studies, Sociology, and Urban Studies. Clarice is a Community Organizer, Urban Farmer, and Creative PlaceMaker and a Mobility and Transportation Justice activist. She has had the privilege of working on the North Omaha Trail Project and participating in the USDOT’s Thriving Communities Initiative.
Manne (Manuel Cook) is a multifaceted urban planner, community organizer, and cultural entrepreneur known for his passion for biking and his significant contributions to urban design and development. With nearly a decade of experience, he has initiated and led key projects and initiatives like the Forever North Strategy, the North Omaha Trail, and several creative placemaking efforts including Fabric Lab. Currently serving as a senior planner at Lamp Rynearson & Associates, where he focuses on innovative development projects, enhancing multi-modal infrastructure, and a range of area planning efforts.
Cait Dumas-Hein (she/her) co-founded Grounded Nebraska, a gravel race & ride, and is the Associate Director of Bike Walk Nebraska, our state's active transportation non-profit. Cait self-labels as a community cultivator and has spent a decade creating spaces for underrepresented demographics within cycling. Currently, through the entities she represents, Cait focuses on collaboration between the recreational and transportation sectors of cycling. When not in the bike world, she enjoys getting lost in historical fiction novels, spending quality time with friends and family, and, most importantly, spoiling her two rescue dogs.
